Business Analyst Inside IR35

Contract Term: 8 months

Contracting Authority: Homes England

Location: Hybrid Working (2 days onsite in either Coventry, Liverpool or Newcastle, and with occasional travel to other Homes England offices)

Job Purpose:

Homes England are currently on a journey to transform that way that we deliver services and become a leading light in the digital delivery of 21st Century government. We are already some way along that journey, and are successfully delivering user centred outcomes across our whole portfolio of products and services. The Homes England Mission is to intervene in the market to ensure more homes are built in areas of greatest need, to improve affordability. We will make this sustainable by creating a more resilient and diverse housing market. We are now looking to recruit an experienced Business Analyst who can help us to achieve this mission.

You will be an experienced Business Analyst and will join a multidisciplinary team, supporting and continuously improving products of significant scale and complexity. You will work on the end-to-end journey of a service to help users complete their goal and to deliver on the aims of Homes England.

 

As a Business Analyst your main responsibilities will be to

 

  • Work with stakeholders to identify and implement solutions to complex business problems, successfully identifying and then translating business needs to digital and non-digital solutions.
  • Develop and articulate a detailed understanding of the Homes England's business processes, working with process owners to identify and implement opportunities for incremental and step-change process improvement.
  • Identify emerging business needs and investigate possible solutions.
  • Work as an agile business analyst in multi-disciplinary teams, supporting the team and Product Manager with developing and managing a product backlog.
  • Facilitate both agile ceremonies and business workshops.
  • Production of business analysis artefacts (for example: business cases, user stories, feasibility studies or insight from data) to agreed standards and quality levels.
  • Manage key customer relationships, building a strong understanding of their current and emerging requirements.
  • Coach and mentor team members and others within the wider business analysis community of practice, both developing and implementing business analysis best practice.
  • Review and continuously improve Transformation working practices and standards where appropriate.

 

 

You ll have:

 

  • Considerable experience in business analysis, working both within a multi-disciplinary agile team and alone
  • Experience of leading analysis throughout the product lifecycle from discovery to live
  • Experience of working with the user centred design profession and their methods and techniques.
  • Experience of Agile development methodologies
  • Experience of working with others to develop and maintain a backlog of user stories and acceptance criteria
  • Knowledge of the GDS development approach / digital standards
  • Awareness of public sector Information Security issues. 8. Awareness of public sector (DEL) finances
  • Finance (especially development finance) and / or land & property industry experience useful
