Overview

The Lead Engineer (OpNET Service Operations) resides in NSoIT(D) Live Services and is responsible for understanding the current OpNET technical laydown and any future changes to the OpNET enviornnment, and how they will impact on how live services are managed. In order to achieve this the role will focus on both the OpNET Red and Black pre-production and production environments in MoD Corsham and as such will be full time Corsham based.

The candidate must have a strong background in Information Technology (ideally in the deployed military capability environment).

Main responsibilities will include, but not be limited to:
* Provide 4th line engineering direction to all Service Ops Resolver Groups on activities and priorities necessary to restore OpNET services within the Datacentre, and where necessary within the Deployed Nodes.
* Work with NSoIT(D) Development Engeering and Test (DET) team on all major/significant changes, such as V2 roll out and provide engineering feedback on how/if this will impact on live services.
* Working with DET, manage all baseline changes to live against priorities and coordinate (not deliver) through change, and deconflict with other change activities taking place at the same time.
* Review all OpNET changes to ensure that the impact to the change is understood and where the impact is service affecting, that the Defence Digital Process 153 (Planned Outages) is followed.
* Identify capability gaps in existing architectures and recommend changes or enhancements in line with Agile and continuous improvement methodology to enable ongoing support.
* Provide the technical lead function for all programme Planning Increment (PI) candidates from Service Operations and deliver them in an appropriate manner necessary to be implemented by DET through the PI process.
* Provide the Service Operations technical lead function for the transition of all PI candidates into live and working with the Service Transition Lead, provide the outline technical artefact and skillset requirement (where necessary) to support that new or changed service into live.
* Provide priorities and direction to the OpNET Hub Engineers and where necessary provide an interface between this team and DET.
* Understand the designed hardware and software architecture elements of the system.
* Working with the DET team Guaranteed Action Point (GAP) provide the technical coherenence/interface between Service Operations and DET.
* Using strong analytical skills and technical experience to articulate service improvements in design as well as highlighting potential issues about to be faced, based on new capability development.
* Engagement with CyISOCs and GOSCC teams, providing OpNET technical briefings, guidance and support where required.
* Lead on the technical engagement and management of 3rd party ITSM/ITOM tooling requirements for OpNET.
* Service Operations lead on all Defects and known workrounds and retirements.
* Where necessary review technical documentation, released to live to ensure that it is fit for purpose.
Key Capabilities/Knowledge
* Excellent written and verbal communication skills, ability to confidently lead meetings, and to effectively handle complex problems including technical descriptions of issues.
* Ability to deduce and affirm the potential system wide impacts of change to aid in Release Strategy planning.
* Familiar with Scrum, Scaled Agile (SAFe), and ITIL.
* Familiar with deployed military OpCIS and with modern secure IT system architectures. Able to read a system diagram but not necessarily to write one.
* Able to apply top down thinking to comprehend how work and artefacts flow with least friction through the various dissimilar functional areas of NSoIT(D).

Essential Experience & Qualifications
* Degree level qualification in an IT related discipline (or 5 years plus equivalent experience at L3/L4)
* Experience of working as a manager in a complext IT delivery organisation
* Proven track record of working in a Dev/Sec Ops Environment supporting the delivery of Change through Agile delivery
* Technical experience working across quality, environmental, health and safety, facilities, production and design engineering
* Excellent communication and organisational skills
* Hold a valid Security Clearance

Desirable Experience & Qualifications
* Experience of Deployed IT in a military environment
* Detailed understanding of SIAM and ITSM (ITIL v3/4)
