Our Client Havering Council is looking for a Housing Systems Senior Analyst (Systems Administrator) to join their team.

The post holder reports to the Housing Systems Manager

2. The post holder has direct responsibility for internal and external resources (e.g. permanent, agency, 3rd party supplier resources) assigned to work on support and project activities; this will include liaison with supplier representatives and stakeholder engagement with staff within the Housing Service and the rest of Havering Council depending upon the nature of the support and project activities.

3. The post holder will be required to work 36 hours per week. There will be an occasional requirement to work outside of "normal" office hours (during evenings and weekends), for example during upgrades to systems and during financial year end.

4. The post holder will be expected to take a flexible approach to working hours and arrangements for taking leave in order to ensure service delivery and continuity.

5. The post holder will be based at Mercury House, though there will be a requirement to work at other sites.

Experience and skills

Experience of working in a social housing environment, or similar.

Specialist knowledge of the systems administration functions associated with ICT systems used within a social housing environment, or similar.

Excellent experience of maintaining and developing systems and supporting large numbers of system users in a corporate environment through best practice methods and standards.

Experience of leading on the running of the annual Rents and Service Charges (Actuals and Estimates) processes in ICT systems used within a social housing environment, or similar. Knowledge in relation to database architecture such that data can be extracted from ICT systems used within the Housing Service.

Experience of using Microsoft SQL Server Reporting Services (SSRS).

Experience of leading on the installation of software updates (e.g. upgrades) for ICT systems, to include leading on systems and integration testing activities.

Excellent analytical and interpretative skills, together with accuracy and attention to detail. Ability to interpret and communicate complex information with clarity and precision, and to translate very technical information clearly and succinctly for a non-technical audience.

Experience of statutory and KPI reporting in a social housing organisation.

Strong oral and written communication skills, with the ability to develop effective working relationships with both internal and external colleagues and customers.

Well-developed problem solving and evaluation skills. A lateral thinker, with the ability to develop creative and innovative solutions and who can respond positively to change.

Good organisational and time management skills, in order to prioritise demanding workloads and tight deadlines. Awareness of information governance issues and legislation.

Ability to apply appropriate project planning and management techniques and skills as required.

The ability to influence and negotiate effectively.

Detailed working knowledge of the Capita OPENHousing Solution, MS Office, MS Windows, and strong experience of using MS Excel. Knowledge of the Northgate OHMS solution is desirable.

Supervisory experience of temporary, agency and 3rd party supplier consultancy resources

Qualifications

No formal qualifications are required for the role, however the post holder will be required to demonstrate a high level of literacy, numeracy and IT literacy and it will be highly desirable for the postholder to have a formal qualification in an IT-related discipline..
