Head of Compliance - HIRING ASAP

Location: Remote working with 3 days in Manchester office
Duration: 6 months initially with a view to extend
Day Rate: £700 per day
IR35: TBC on determination

Summary

Our financial services client is looking for a Head of Compliance to ensure that a strong and effective 2nd line compliance oversight framework is in place across the business in order that it can meet high compliance standards. Maintaining positive relationships with the regulator and ensuring that the businesses regulatory obligations can be met.

Responsibilities

  • Develop and manage oversight of the Compliance framework to ensure the business is aware of, and reactive to, the output from the FCA.

  • Responsible for the second line Group Policy and Technical Compliance team - providing guidance to the group as and when necessary, on all regulatory matters associated with projects, strategy, and business activities.

  • Ensure all regulatory returns for the group, including but not limited to RMAR reporting, is conducted on time and correctly in line with regulatory requirements.

  • Ensure that a robust plan is in place across the business for Conduct Rules training and notifications.

  • Responsible for ensuring that the businesses policies and procedures appropriately counter the risk that the business might be used to further financial crime.

  • Responsible for the maintenance of the businesses Management Responsibilities Map

  • To build and maintain strong relationships with the Regulator, ensuring the group complies with obligations to keep the regulator informed of all relevant matters, and be the central point of contact for the regulator, as necessary.

  • Develop a robust Compliance oversight strategy for the group, primarily relating to the businesses network and monitor the application of its operation within first line.

  • Reporting on all relevant compliance matters to the Boards and Risk Committees.

  • To satisfy the FCA criteria as a fit and proper person under the Senior Managers Regime in respect of the role's responsibilities

  • Production and oversight of delivery of the second line Compliance monitoring and assurance programme based on key regulatory risks to the business.

  • Production and oversight of the second line Quality Assurance testing framework focussing processes subject to FCA rules, including (but not limited to) file checking, complaints, authorisations, financial promotions, and financial crime.

  • Ensure the department provides SME input and engagement with all relevant departments across the group to ensure that they are fully trained and understand regulatory requirements on topics such as the Consumer Duty and SMCR requirements.

  • Escalate any required information to Aviva Group Compliance and be the main point of contact for Aviva on day-to-day compliance matters.

  • To undertake projects as and when required, to support the needs of the business or to achieve departmental objectives.



Key Skills:

  • Minimum three years' experience at Head of Compliance function level

  • Detailed ability to interpret regulatory requirements and produce summaries, action plans and services to support the operating model of the business.

  • Ability to plan own workload and manage conflicting demands and deadlines.

  • Attention to detail - accuracy is very important.

  • Proactively develop and maintain relevant technical knowledge (regulatory and industry issues).

  • Leadership skills - ability to set a departmental vision, objectives and manage the performance of staff.

  • A strong understanding of the impact of regulatory risk on Networks / IFA's and how the regulator approaches this.

  • A strong understanding of relevant Regulation(s) including prudential regulation, business conduct and the principles of treating customers fairly.
