Job Description: The role involves establishing a Project Management Office (PMO) for a critical programme within Defence Digital's Private Cloud Delivery Programme. As the programme enters a critical build phase, we're seeking a seasoned to establish the PMO from the ground up and build a hybrid governance framework to support successful delivery.

PMO Setup: Define and implement PMO structure, tools, and processes tailored to complex, high-security delivery.
Governance Framework: Create a blended governance approach using both Waterfall and SAFe methodologies.
Stakeholder Management: Engage key stakeholders across Defence Digital, ensuring alignment with objectives and operational readiness.
Reporting & Metrics: Develop comprehensive programme reporting, risk tracking, and performance indicators.
Resource Planning: Manage team resourcing, allocation, and capacity planning across a multi-vendor delivery environment.
Risk Management: Identify and mitigate risks across workstreams, ensuring proactive issue resolution.
Continuous Improvement: Champion process improvement and agile maturity across the delivery landscape.
Team Leadership: Build and manage a small but high-performing PMO function supporting a complex digital programme.
Essential Experience:
Demonstrated success in establishing and leading PMO functions, preferably within MOD/Defence Digital programmes.
Deep understanding of MOD governance structures, including:
PCR/SPR funding processes
HMT Green Book business case approvals
Defence Digital's Service Executive Model and enabling functions.
Strong experience delivering in both Waterfall and SAFe Agile environments.
Excellent stakeholder and cross-functional team management skills.
Skilled in building dashboards, managing RAID logs, and providing MI to programme leadership.
Desirable Qualifications:
APM PMQ, MSP, PP&C, or SAFe Agilist certifications.
Due to the nature of the project, the successful candidate will have a valid UK SC Clearance prior to a start.
